Article 26 has the Commission publish guidance to help economic operators implement the Regulation, with a particular focus on microenterprises and SMEs; where it provides such guidance, it covers at least scope (with a focus on remote data processing solutions and free and open-source software), support periods for particular product categories, the interplay with other Union legislation, and substantial modification.
What has arrived under it
The first substantial delivery came on 27 July 2026, when the Commission published its initial set of practical guidance F-035. Guidance explains; it does not amend — the distinction between the Regulation's text and the Commission's view of it is exactly the law-versus-guidance line this site labels on every source F-035.
How to consume it
Track guidance for interpretation shifts, cite the Regulation for the rules themselves, and treat divergence between the two as a question for counsel, not a choice of whichever reads better.
