Article 42 is procedural: a conformity assessment body submits an application to the notifying authority of its Member State, attaching a description of the conformity assessment activities, procedures and products for which it claims to be competent, and an accreditation certificate where it has one — or, without accreditation, the documentary evidence for verifying its compliance with the Article 39 conditions.
The accreditation shortcut
An accreditation certificate from a national accreditation body attests to the Article 39 conditions; without one, the body supplies the documentary evidence the notifying authority needs for verification, recognition and regular monitoring. Article 43 then sets shorter objection periods for notifications based on accreditation.
