What this article does

Article 50 is one sentence of institutional glue: the Commission provides for the organisation of exchange of experience between the Member States' national authorities responsible for notification policy.

What it is for

Twenty-seven authorities applying the same competence bar independently will drift apart without a forum. This article has the Commission organise that forum. It matters to manufacturers only indirectly — as one of the mechanisms keeping a certificate from country A worth the same as one from country B.
