What this article does

Article 71 carries the dates everything else keys off: entry into force on 10 December 2024 F-001, reporting under Article 14 from 11 September 2026 F-002, and full application from 11 December 2027 F-003; the official text above also gives Chapter IV (Articles 35 to 51, notified bodies) its own, earlier application date. The official text above is short enough to read whole — and worth reading whole, because the September date sits in a subordinate clause that is easy to miss F-002.
