Article 3(15) defines the authorised representative as a natural or legal person established in the Union who has received a written mandate from a manufacturer to act on its behalf in relation to specified tasks. Article 18 sets a minimum for the mandate, which includes keeping the declaration of conformity and technical documentation available to authorities and cooperating with them F-034.

A representative exists by mandate only — no written mandate, no role. That makes the mandate document itself part of the compliance record worth keeping tidy F-034.
