Article 36 puts a layer behind the notified bodies: each Member State designates a notifying authority responsible for setting up and carrying out the assessment and notification of conformity assessment bodies, and for monitoring them afterwards.
The design logic
Trust in certificates is only as good as the vetting of the certifiers. This article makes that vetting a named national responsibility rather than a diffuse one, which is also why capacity-building has a governmental critical path: bodies cannot be designated faster than authorities assess them, and designation is still in progress F-037.
